Stratus clouds are located on the left and these can mean rain. The right side of the photo is showing cumulus clouds, but they don't appear white because the sun is setting and a majority of the light isn't showing through. The light is shining through just enough in the center of the photo to illustrate the vibrant colors being reflected off of particles in the sky.
