There are low lying cumulus clouds on the corners of the photo. These do not appear white because they are not getting the suns rays due to the clouds being blocked by the overcast sky. The stratus clouds that are covering the sky are stratus. These are indicted by a flat layer in the atmosphere and can mean rain.
